Tasks :

 

The Public Procurement Manager will be responsible for developing and updating a joint procurement strategy, with a focus on topic selection, assessment of opportunities from legal, business, and financial perspectives, and identification of common items for procurement across various domains including market data services, financial information, and financial services. Key responsibilities will include:

 

·         Developing and updating a joint procurement strategy, selecting topics, and assessing opportunities from legal, business, and financial perspectives.

·         Supporting and advising lead central banks in designing joint calls for tender and contributing to drafting associated documentation.

·         Coordinating and, where applicable, implementing joint procurement procedures with stakeholders to ensure efficiency and timeliness, aligned with central banks' interests and in compliance with relevant regulatory frameworks.

·         Staying updated on procurement and contract management developments and market trends to facilitate the exchange and implementation of best practices in central banks' (joint) procurements/contracts.

·         Managing international Expert Groups, stakeholders, and clients across various business domains.

·         Contributing to communication of EPCO's activities and procedures, including through report preparation, note drafting, procedure and guideline development, and meeting organization to ensure all relevant parties are informed.

·         Preparing reports on the implementation and performance of ongoing activities.

 

Profile :

 

·         Master's degree or equivalent in an appropriate area such as Business Administration, Economics, Law, or a related field.

·         Several years of experience in public procurement (including tender preparation, offer evaluation, performance assessment, reporting), as well as in contract and vendor management across multiple domains.

·         Experience in procuring market data services, financial information, and financial services. Experience in public procurement within an international, European, or national (financial) institution is advantageous.

·         Ability to review and prepare procurement and contractual documentation in compliance with relevant applicable rules.

·         In-depth knowledge of EU public procurement and relevant standards & developments in this area.

·         Fluent command of English. Proficiency in French is advantageous. Knowledge of other official EU languages is appreciated.

·         Strong analytical and problem-solving skills.

·         Excellent verbal and written communication skills.

·         Strong negotiation skills.

·         Ability to organize, prioritize, and manage multiple tasks within tight deadlines to ensure timely delivery.

·         Strong focus on quality, service orientation, and proactive approach. Respect for confidentiality and ethical behavior.

·         High sense of diplomacy. Ability to establish and maintain excellent cooperative relationships.

·         Proficiency in standard office applications (especially Word, Excel, and PowerPoint).
